ዜጎች በሃገራቸው ውስጥ በነፃነት የመንቀሳቀስ እንዲሁም በመረጡት ኣከባቢ የመኖር እና ሃብት የማፍራት ህገ-መንግስታዊ መብታቸው መሆኑ ከተረጋገጠ ቆይቷል፡፡ የፌደራልና የክልል መንግስትም ይህ ህገ-መንግስታዊ የዜጎች መብት ሳይሸራረፍ ተግባራዊ ለማድረግ ኣስፈላጊውን ሁሉ እንዲያደርጉና ጥሰት ሲያጋጥም ደግሞ ኣስቸዃይ መፍትሔ በመስጠት በእንደዚህ ዓይነት የጥፋት ድርጊት ለሚሳተፉ ኣካላት ህግ ፊት ማቅረብ ደግሞ ህግ-መንግስታዊ ግዴታ ኣለባቸው፡፡
